Walking Your Dog on Camps Bay Main Beach - Pain or Pleasure?


A very large proportion of residents in Camps Bay own dogs and love to take them out for exercise, but these dogwalks have become a pain to dog owners rather than a pleasure thanks to the enforcement of the bylaw against dogs off leash.

Problem is that many of the dogs in Camps Bay are medium to large dogs. They are not lapdogs. They are part of our security system. They need more exercise than what a normal middle-aged person can give them on leash. Frankly, they need somewhere where they can run free, meet other dogs, play, splash in the sea and generally enjoy themselves. We owe it to them.

CBRRA understands that the enjoyment of the use of the beach by people who do not own dogs must also be ensured, in a manner by means of which dog owners and the remainder of the beach going population can be equally and fairly catered for. CBRRA has therefore evolved a solution which it considers will amicably solve the existing ongoing problem

As proposed at CBRRA's public meeting on 16 March 2010, it wishes to take a proposal to the Ward Forum for consideration and hopefully submission to the Sub-council for approval. The issue will be discussed with City Council officials, but firstly we need to assess the re-action of the community.

CBRRA’s proposal is:

SUMMER: 01 November to 30 April
a. Dogs only on leashes - 6 pm to 5 am
b. Dogs not on leashes - 5 am to 9 am
c. No dogs allowed on beach - 9 am to 6 pm.

WINTER: 01 May to 31 October
d. Dogs only on leashes – 3 pm to 6 am
e. Dogs not on leashes - 6 am to 11 am
f. No dogs allowed on beach - 11 am to 3 pm

As a further initiative we wish to gauge your reaction to the following proposal:

Also note that you need Dogwalking Permits to go into the SANPARKS area, and that dog are off leash anywhere in the TMNP except in special management areas, incl the Glen Picnic Area.

    Most dog owners who walk their dogs on Camps Bay beach and in the Glen are responsible caring pet owners who clean up after their pets and have well behaved and controlled animals. The taking away of this right would indeed be a shame. By all means allocate times when dogs should be leashed but leave us alone.

    We and our pets are far more in control than some of the beachgoers I have seen.

  14. I support off leash all hours at beach and glen. My dog regards walking on a leash at the beach as torture. Extending on leash hours doesn't help. The point of taking a dog to the beach is to let him off the leash. Even for those who don't like dogs I fail to see why there should be any restrictions in winter and least of all why we cant take an off leash dog to the beach at any time in winter.     Beach Walking: Summer & Winter: How about a separate dog section specifically for dogs and their walkers??

    The Glen walking: Off leash at all hours.

    I believe that if you have control of your dog then they should be free to be off-leash.

  34. Colin and I are firmly in favour of relaxation of the punitive rules that are being applied to the relatively harmless exercising of our dogs on the beach (and now....the GLEN!)
    It is not only the owners that are being deprived, but the dogs themselves. We all enjoy letting our dogs run and socialise, and most of us pick up their poops in plastic bags and deposit them in the nearest bin.
    As long as the dogs are not dangerous we should not be deprived of our rights.
    As for the Glen, and the entire Table Mountain area, I am appalled. I have walked dogs in the Glen for some 40 years, and I really resent these new restrictions. There is little wild life in the Glen, other than squirrels, who are well able to take care of themselves. Walking on a narrow mountain path with a dog on a lead is uncomfortable and even dangerous for the walker. To leave the dog at home, and go off alone, with pack and boots is also dangerous, and causes much emotional distress to the dog.

    Please note that there is currently no time at all when dogs on the beach may be off-leash. As an offer to the non-doglovers in exchange for time to run dogs free on the beach, a period of time when no dogs are allowed on the beach is proposed during winter. I do not think this is too much to ask for the pleasure of having time when our four-footed frineds can play free in the waves.

    With regard to the Glen, please note that Sanparks rule is that dogs must be on-leash in the Glen picnic area. Remember that you require a Dogwalking Permit from Sanparks to walk your dog anywhere within the Table Mountain National Park."

    My dog is my life partner. The two hours I spend every afternoon walking with her in the serenity of The Glen is the high point in my life. Off the leash she can run to her heart's content, enjoy the smells and sounds of nature, her happiness shines around her like an aura. Given her love for and loyalty to me, this is the only way I can repay her. During those two hours I feel serene and at one with my beloved nature and my beloved dog.

    Heavy fines for people who dont clean excrement,- that simple. (R500-R1000)
    A culture that is encouraged where animals are integrated into our lives on companion levels is a huge plus for a civilisation that wants to encourage empathy and kindness.
    Owners must take responsibility and care and help encourage good feelings to their animals. In France its not uncommon to see people with their companion animals inside smart restuarants and they are VERY MUCH PART OF THE FAMILY! A wonderful sight...
    even using the word "PET" is a bit outdated and stale,- they are companion animal friends to maany of us and not "PETS"

    I don't believe dogs should ever be allowed on beaches, where people sit and children play in the sand. The truth is that there will always be dog owners and walkers who do not pick up after their dogs, which makes dog walking on a beach a health hazard for beackgoers and especially children. There are many parks and green areas including the glen where people can excersize their dogs, which is why i have voted yes to all glen walking suggestions.

    We do understand the pleasure a dog owner feels when their dogs have a chance to run freely. I have had many dogs over the years, dogs of all sizes and temperaments. Labradors, which were kind natured and great with kids, various types of terriers, who are generally were brave and don't know their size, Alsatians, and Rottweilers, which are great one man dogs but are definitely not good with children, and can be dangerous to other dogs and grown up people as well. So can Bulldogs, and many other types of dogs, if approached in a threatening way. Or if they can sense that you are scared of them. And many people are scared of big dogs, not just children. And small dogs can also be in danger. I am also not sure how you will really control cleaning up after the dogs, if they run freely.
    I think, if you intend to go ahead with your plans, the time on the beach in winter should not be longer than 6am to 10am, and warning signs to be up everywhere so people with small dogs, children or who are nervous of dogs can stay away during that time. In the Glen they should not run freely in the Picnic areas, or it will interfere with people who want to enjoy a peaceful picnic. I am not sure I understand the wisdom of having dogs run everywhere else in the Glen freely, there are squirrels, porcupines, dassies and many other small animals in the Glen, which is just one of the reasons I kept my dogs on a leash. But if you feel owners will be able to control their dogs without a leash, and that it is ok for dogs to run freely in a Forest Reserve, there should still be some rules attached to this concession, and only within a restricted timespan. Here too, warning signs would have to be put up as well.
    That is my take on the dogs issue. Well-trained dogs, and those which listen to commands are not going to be the problem, it is the rest of them (and owners often see their dogs in a very rosy and loving way, which can be far removed from realities. It is never their dog, that killed the little buck, or left their mass, or bit a child, and very little anyone could do about it without controls or proof. )

  65. I am one of the regulars on the beach during summer and have been constantly harassed by the police and have received numerous tickets. As my dog and I swim it is imperative that she is allowed off the lead as it is dangerous for me to swim while she is on the leash.

    I would be content with the proposals as set out by you.

    I am completely against any dogs off leashes in any public area.

    On Camps Bay beach I have seen wild and unruly dogs knock over small children and elderly walkers.
    If you want your dog to run wild move to the country.
    If your dog does not have enough space, get a smaller dog or more space.

    I have personally been attacked and bitten by free running dogs twice in my life and have the scars to prove it.
    Over the past years I have been growled at and harassed by dogs on Lion's Head as well as Camps Bay beach.
    The beaches and parks are there for everyone to enjoy.

    In my experience dog owners are an undisciplined lot and highly defensive when criticized.
    Walks on Lions' Head are spoiled by the unbearable stench of dog faeces.
    Weekends are spoiled by the incessant barking of dogs that have been left unattended by owners off for days at a time.

    Until these things change:
    stricter laws and consequences should be put in place for dogs and their owners, not the other way around.

    All dogs should be on a leash at all times in any public area.

    I am the owner of 3 wonderful, water-and beach loving very active Golden Retrievers. It was my big fear recently that the day will come, where we will not be able to walk or run our dogs free at Camps Bay beach at all. Therefore, I am very pleased to read your proposal and thank you
    for the initiative. It expresses at a 100% my thoughts and wishes for all of us dog walkers here in Camps Bay. I hope that as ratepayers and residents we will be able to enjoy ourselves together with our dogs of the unique outdoor opportunities that nature has given us here in Camps Bay. I for myself am aware of this immense beauty and joy every single day with all my senses.

    Yes to item A proposal but a no t to the professional dog- and paid walkers, who let the 10 – 20 dogs roaming and socializing free like in a playgroup and do not clean up the mess.

  78. It’s the same old story. Because of a few callous, irresponsible, don’t care, negligent dog owners, the rest who abide by the laws and have common respect and decency for their fellow beach users and dog owners have to suffer.
    It’s the same old scenario, those who don’t care about anyone else or anything else cause all these hassles, where rules have to be created and implemented to prevent infringing on other peoples rights and respect for the same environment.
    It’s all about mutual respect and consideration people. That’s all it takes. Clean up your dogs POOH!

    Wake up Camps Bay, check what Plett do. . .
    If any of you live on the beach and wake up to irritating barking daily, you'll agree. If any of you spend time lying in the sun, trying to avoid dog poo, you'll agree. . .

  81. I am not a dog owner but I am a parent. I have no problem with dogs in general, but i do have a problem with people who do not clean up after their dogs – with or without leashes. Having a toddler curiously examine what turns out to be dog poo on the beach or in the glen or a park is JUST NOT ON. Perhaps if dogowners stopped to think about others, they might find everyone else becomes more tolerant of them.

    I read your letter with great interest. By the way, I am a member of one of the Green Point ratepayers Ass.committees.

    I walk my little dog often in the Clifton side Glen. I have been concerned for years about the lack of dog owners picking up their dog poo in this area. Since the upgrading of the Restaurant and environs many more people are dogwalking because the area has become far more pleasant and safe, and the amount of poo has increased exponentially.

    I spoke some years ago to the Table Mountain people who appear totally disinterested in doing anything about 'Adult education'ie signage, putting in doggie bags and increasing the amount of bins[there are very few bins along the walks, mainly in the picnic area,] When the workers for Table Mountain clean this area and cut the grass of the picnic area, which they do a couple of times a year, they wear black bags over their overalls -they say they have to do this to protect themselves from the dog excrement which is in the long grass they cannot see which sprays over them in the cutting -they use those grass trimmers

    I hope you will be able to do something as an organisation with much clout,that you indeed have as has been shown in the past, in this regard.

  85. With regard to the matter of dogs off or on the leash, they should be on a leash at all times. I have 3 dogs and personally feel it is safer for the dogs, the owners and the public. The Camps Bay beachfront and the Glen are no different to the Sea Point beachfront where dogs have to be on a leash.

    Likewise I do wish we could implement a system as they have in the De Waals Park. Here the dogs owners pick up the dog poo and put it into packets supplied all over the park. There are also bins to deposit the packets in. I often walk my dogs in the Glen and the situation is dire. It is unhygienic and the smell is awful because dog owners do not pick up after there dogs.
    How can we enforce that?

  91. Thanks so much for taking this initiative. I am a dog lover and also walk my dogs for their and my health. I agree with the recommendations except that I feel there should be some evening time as well for off leash walking as some of us go to work early and can only walk our dogs in the evenings. I suggest that winter 5pm onwards it is already getting dark and dogs should be able to walk off leashes at least from 6pm onwards. Perhaps in summer off leash walking could be permitted from 8pm onwards except during the holiday season Dec-Jan.

    This is in the right direction, but who thought up the idea that dogs should be on a leash during the whole night till 5am in the morning and then could run freely thereafter till 9am/11am in summer/winter?

    The result of unreasonable rules is mass dissobedience from normally law abiding citizens. An overzealous enforcer fined me at 7.30am last month on Glen Beach (for not having my dog on a lead), when I wasn't even on the beach but was walking on the path above the beach while the beach was completely deserted!

    To be fair to all users it is reasonable to ban dogs for a period during the day to give any dog phobic people their time and then let the owners and their dogs unrestricted access for the rest of the time. That way both groups can live in harmony.

    I feel the following is reasonable and therefore enforcible.

    SUMMER: 01 November to 30 April
    a. Dogs on leashes - 6 pm to 5 am NOT REASONABLE. I SHOULD BE ABLE TO TAKE MY DOG FOR A WALK ON THE BEACH AT SUNSET OR AT MIDNOTE WITHOUT A LEAD
    b. Dogs not on leashes - 5 am to 9 am YES
    c. No dogs allowed on beach - 9 am to 6 pm. YES

    WINTER: 01 May to 31 October

  99. Another thing to point out if you take this issue on, is : each day at least 6 professional dogwalkers bring at least 5 dogs twice a day each- think of the mess that brings!!!! most of these people do not seem to be too concerned about cleaning up after their dogs!!!!!!!!!!

    It is my view that as a special concession,
    dogs should be allowed to run un-leaded (lead free) on Camps Bay beach for ONE specified hour a day.
    (Only Camps Bay beach - not Bakoven / Clifton etc..)

    A sufficient number of Law Enforcement officers would have to be present
    to punish those dog owners who leave poop behind
    and let their dogs be boisterous and bite children and knock over old grannies etc..

    I suggest that those naughty dog owners should be put on leads
    and spanked with rolled up newspaper on their noses in public.

    Sorry but we should follow Europe's example and ban dogs from beaches entirely. There are too many dangerous dogs let loose on the beach and after all any dog is unpredictable, owners are in denial. Dogs do bite even the most placid ones can snap - it is unhygenic for children and adults to be in contact with sand where dogs have urinated and fouled. There are too many dogs in Cape Town, if you want security invest in some high tech alarm this is the 21st Century. Dog permits should be implemented as they are in Europe, these are expensive and deter people from having too many dogs. Cape Town should ban dogs from all beaches as the majority of people are not disciplined enough to be responsible dog owners.
