Our city would not be the same without Capetonians like these who roll up their sleeves to make our city a better place for all.

Camps Bay Ratepayers Association AGM 7 November 2022

1. When I started picking up litter in Camps Bay almost 3 years ago I could not have through that picking up litter could be seen to be sexy – it felt like a thankless task, and my friends were embarrassed to walk with me and were worried that I would catch COVID! Receiving a City of Cape Town Civic Award last year and walking in a clean Camps Bay every day has made it all worth while.

2. Who do we have to thank? – Mayor Geordin Hill-Lewis joined us on 27 May, with a record turn-out of 77 persons filling 145 bags, with his #springcleancapetown and ‘Let’s keep Cape Town Clean, together’ campaign.

3. In the past 12 months we have filled 600 bags with litter as a Community of Camps Bay residents doing Beach Cleans once a month, and on public holidays and hot weekend days

4. Gift and Joy have cleaned litter hotspots throughout the year, 395 bags full, at vagrant structures and sleeping places, on Camps Bay Drive, corner Tree and Geneva Drive, along Victoria Road in Balie Bay, at the Simmonds Field, and at the pump Station in the main.

5. A total of close to 1000 bags filled in the past 12 months.

6. I started a Camps Bay Clean What’s App Group a year ago, which has grown to 72 members, reporting Litter Hotspots, announcing Community Clean ups, providing feedback about clean ups, and requests to the City of Cape Town to assist with more difficult clean ups.

7. The Cleansing Department of Cape Town is gearing up for the Festive Season, with teams of morning, afternoon and even evening cleaners, clearing bins and cleaning the lawns and beaches. Ricardo Thompson with his assistant Rafeeqah and Mr Goliath are doing a fantastic job for Camps Bay in responding to requests for morning and afternoon cleaning issues. Ten additional green litter bins will be added to the Tidal Pool area. I’m delighted to hear that bins will be numbered so that I can report damaged bins.

8. Thank you to our hands-on Councillor Nicola Jowell for participating in clean-ups and for assisting in applying for another 2000 bags. To the Ratepayers Association and Harcourts Atlantic for a monthly fee to pay Joy and Gift. To the members of our community who have donated cold drinks and energy biscuits, as well as gift vouchers, for Gift and Joy. To The 41 Restaurant for supplying a beverage to each beach cleaner and a Burger prize to the person collecting the most litter. And to I Know a Guy recycling and Clearer Conscience Recycling for their support. And to the Camps Bay Primary School.

9. And last but not least for our community support in reporting litter hot spots and for participating in clean ups. We hope to count on you to assist cleaning up at the end of the day on the three Festive Season public holiday days and on hot weekend days.

I know that we have ongoing recycling issues in the area that are proving very challenging. The city is starting on Thursday with a flyer drop going door to door to alert people to the schedule and the change to fortnightly collection. This should have happened a month ago. Hopefully it will resolve many of the issues! 

But if I can ask that you please do circulate the attached letter and schedule to your communities as much as possible.

We are currently this week in the Group 2 collection Cycle so there is no collection in the Camps Bay and Clifton area.

I know that we have a massive pile of recycling sitting at the park in Beta Close and we will arrange to have this dealt with but if we can try get the message out a bit more to the general community that would be great.

THINK TWICE SEPARATION AT SOURCE COLLECTION SERVICE IN BAGS

Dear Resident, 

This communication aims to clear up confusion around recycling collection days caused by unclear information in the recycling starter packs issued to residents. 

Please note that recycling collection has been reduced from a weekly service to a fortnightly service in order to enable expansion to more communities and efficiently distribute resources. 

Households in suburbs listed above have been divided into two groups. Recycling collection will alternate between the two groups each week going forward. Group one recycling collection commenced the week of Thursday 1 September 2022, and group 2 commenced the week of Monday 5 September 2022. 

The contractor has been instructed to issue extra bags to residents during the initial contract period to compensate for reduced collection frequency. 

As per the table below, recycling collection in almost all areas will continue on the same day that residents are accustomed to, but on a fortnightly bases. The only change is in areas where locals made unapproved, informal arrangements directly with the previous contractor to collect on alternative days. Recycling collection in these areas will revert to the same day as general waste. Any further changes to the recycling collection schedule must be approved directly by the Urban Waste Management Directorate as the contract manager, and will be considered based on the contractor’s capacity. 

The City apologises for the confusion and is implementing additional checks and balances that can help avoid a repeat scenario in future.

Preserving crime scenes This last month has seen fewer incidents which has allowed us to apply more focus on preventative crime fighting, such as getting more camera projects up and running, and also given us a chance to reflect on certain processes and incidents.    Following discussions with the Detectives and State Prosecutors, we have realized another point of concern afflicting Camps Bay crime fighting (in addition to people not opening a CAS). When a crime is committed, reporting the crime is the first step as this allows for an investigation to ensue. While an investigation may lead us to ‘know’ or believe who the suspect is, the courts have more demanding standards. The courts need evidence that ‘beyond reasonable doubt’ individual(s) were involved in the crime to achieve an appropriate conviction of the suspect(s). This means that they need solid evidence linking the suspect to the crime. Fingerprints and DNA are some of the best ways to do this and video footage is usually considered supporting evidence.  While we understand that the Criminal Records Centre (which is the department that comes to collect fingerprints) can take quite some time to attend to your incident, please understand that this is likely due to lack of resources with only 1 vehicle tending to more than 5 stations in our area. This means that they end up having to prioritize the more serious crimes. Anything you can do to protect crucial evidence can then be collected and be used to convict the criminal and get them off the streets.  How to protect a crime scene Don't touch anywhere the suspect(s) may have touched Do not to clean up if it is not completely necessary If a window/door is damaged and is not closing or locking correctly, check your insurance policy as most provide capacity for a guard to be on site while awaiting repairs and crime scene processing We understand that it can be an immense inconvenience, but without following these processes, we as the community make it very difficult for SAPS and the prosecutors to get appropriate convictions even if we may ‘know’ who the suspects are.  Please help us put these criminals away! - Ty | CBCSI Operations Manager

Crime Statistics

The following are all reports made directly to CBCSI and may not include reports made to SAPS. CBCSI responded to a total 219 incidents in August

Street Robbery Kloof Road (near Roundhouse) - 27 August at 17h20 - A resident reported that a PPA guard on his way to work was robbed of his valuables by three suspects who pulled up in a car as he was walking. An investigation into the incident is ongoing. Sonnekus Apartments - 31 August at 20h41 - A resident reported that a robbery had taken place on the beach from near Sonnekus Apartments. CBCSI Response went in pursuit of the suspect along with other SSP’s and SAPS. The suspect was caught near the pump station by Bay Response and handed over to SAPS. Unfortunately the victims of the robbery did not open a case with SAPS and so the suspect could not be charged and was allowed to leave. Residential Burglary Berkley Rd - 21 August at 18h39 - A resident returned home to discover their property had been broken into and valuable electronic devices had been stolen. SAPS were also notified to assist in tracking some of the devices. No further updates available on the case at present. Ronald Rd - 28 August at 20h04 - One male suspect gained entry through an open window and then walked into the daughters bedroom and she raised the alarm. CBCSI Control was alerted and dispatched CBCSI Response and all other SSP's to the scene. Unfortunately the suspect was not found. The suspect stole a small black suitcase with a number of important personal items. It appears that he gained access through the back of the property via Geneva Drive. Should anyone find a black suitcase dumped in the area, please don't touch it and call CBCSI Control immediately - +27214382000 Suspicious vehicle / theft Victoria Road - 8 August 14h14 - CBCSI received an alert that a vehicle linked to a theft and burglary had entered the area. CBCSI tracked the vehicle and discovered that the occupants were attempting to sell compost. Response officers informed the vehicle occupants that it’s not permitted and the vehicle left the area.
