I know that we have ongoing recycling issues in the area that are proving very challenging. The city is starting on Thursday with a flyer drop going door to door to alert people to the schedule and the change to fortnightly collection. This should have happened a month ago. Hopefully it will resolve many of the issues! 

But if I can ask that you please do circulate the attached letter and schedule to your communities as much as possible.

We are currently this week in the Group 2 collection Cycle so there is no collection in the Camps Bay and Clifton area.

I know that we have a massive pile of recycling sitting at the park in Beta Close and we will arrange to have this dealt with but if we can try get the message out a bit more to the general community that would be great.

HOUT BAY / LLANDUDNO / OUDEKRAAL / BAKOVEN / CAMPS BAY / CLIFTON / BANTRY BAY / FRESNAYE / SEA POINT / THREE ANCHOR BAY / MOUILLE POINT / GREEN POINT / CBD 
Dear Resident, 
This communication aims to clear up confusion around recycling collection days caused by unclear information in the recycling starter packs issued to residents. 
Please note that recycling collection has been reduced from a weekly service to a fortnightly service in order to enable expansion to more communities and efficiently distribute resources. 
Households in suburbs listed above have been divided into two groups. Recycling collection will alternate between the two groups each week going forward. Group one recycling collection commenced the week of Thursday 1 September 2022, and group 2 commenced the week of Monday 5 September 2022. 
The contractor has been instructed to issue extra bags to residents during the initial contract period to compensate for reduced collection frequency. 
As per the table below, recycling collection in almost all areas will continue on the same day that residents are accustomed to, but on a fortnightly bases. The only change is in areas where locals made unapproved, informal arrangements directly with the previous contractor to collect on alternative days. Recycling collection in these areas will revert to the same day as general waste. Any further changes to the recycling collection schedule must be approved directly by the Urban Waste Management Directorate as the contract manager, and will be considered based on the contractor’s capacity. 
The City apologises for the confusion and is implementing additional checks and balances that can help avoid a repeat scenario in future.

Preserving crime scenes


This last month has seen fewer incidents which has allowed us to apply more focus on preventative crime fighting, such as getting more camera projects up and running, and also given us a chance to reflect on certain processes and incidents. 
 
Following discussions with the Detectives and State Prosecutors, we have realized another point of concern afflicting Camps Bay crime fighting (in addition to people not opening a CAS). When a crime is committed, reporting the crime is the first step as this allows for an investigation to ensue. While an investigation may lead us to ‘know’ or believe who the suspect is, the courts have more demanding standards. The courts need evidence that ‘beyond reasonable doubt’ individual(s) were involved in the crime to achieve an appropriate conviction of the suspect(s). This means that they need solid evidence linking the suspect to the crime. Fingerprints and DNA are some of the best ways to do this and video footage is usually considered supporting evidence. 

While we understand that the Criminal Records Centre (which is the department that comes to collect fingerprints) can take quite some time to attend to your incident, please understand that this is likely due to lack of resources with only 1 vehicle tending to more than 5 stations in our area. This means that they end up having to prioritize the more serious crimes. Anything you can do to protect crucial evidence can then be collected and be used to convict the criminal and get them off the streets. 

How to protect a crime scene
  • Don't touch anywhere the suspect(s) may have touched
  • Do not to clean up if it is not completely necessary
  • If a window/door is damaged and is not closing or locking correctly, check your insurance policy as most provide capacity for a guard to be on site while awaiting repairs and crime scene processing
We understand that it can be an immense inconvenience, but without following these processes, we as the community make it very difficult for SAPS and the prosecutors to get appropriate convictions even if we may ‘know’ who the suspects are.

The following are all reports made directly to CBCSI and may not include reports made to SAPS.

CBCSI responded to a total 219 incidents in August
Street Robbery
  • Kloof Road (near Roundhouse) - 27 August at 17h20 - A resident reported that a PPA guard on his way to work was robbed of his valuables by three suspects who pulled up in a car as he was walking. An investigation into the incident is ongoing.
  • Sonnekus Apartments - 31 August at 20h41 - A resident reported that a robbery had taken place on the beach from near Sonnekus Apartments. CBCSI Response went in pursuit of the suspect along with other SSP’s and SAPS. The suspect was caught near the pump station by Bay Response and handed over to SAPS. Unfortunately the victims of the robbery did not open a case with SAPS and so the suspect could not be charged and was allowed to leave.
Residential Burglary
  • Berkley Rd - 21 August at 18h39 - A resident returned home to discover their property had been broken into and valuable electronic devices had been stolen. SAPS were also notified to assist in tracking some of the devices. No further updates available on the case at present.
  • Ronald Rd - 28 August at 20h04 - One male suspect gained entry through an open window and then walked into the daughters bedroom and she raised the alarm. CBCSI Control was alerted and dispatched CBCSI Response and all other SSP's to the scene. Unfortunately the suspect was not found. The suspect stole a small black suitcase with a number of important personal items. It appears that he gained access through the back of the property via Geneva Drive. Should anyone find a black suitcase dumped in the area, please don't touch it and call CBCSI Control immediately - +27214382000
Suspicious vehicle / theft
  • Victoria Road - 8 August 14h14 - CBCSI received an alert that a vehicle linked to a theft and burglary had entered the area. CBCSI tracked the vehicle and discovered that the occupants were attempting to sell compost. Response officers informed the vehicle occupants that it’s not permitted and the vehicle left the area.

Cllr Nicola Jowell - Ward 54 News 2022-09




I think every month starts with the exclamation of another business month has gone by! And August has been no different and in a blink of an eye we will closing off the year. Thank you to everyone who has communicated with me over the last month, it is greatly appreciated. 

The Mayor has written an excellent summary of the current position regarding concerns for the homeless. If you are able to take a few minutes to read it then you will be aware of the full situation. I am asked regularly and I note the questions on social media with regards to specifics in the the Ward. I cannot publish the operational work of the departments and to do so could severely hamper the plans. Please take some time to read the Mayors full explanation here

We have all noticed the mowing of our public spaces has been a bit behind this year. There are a number of factors that has lead to this and you can access the full media release here. But contingency plans are in place and the in-house mowing teams are working hard to catch up on all areas. Please do continue to log service requests for any area in need. 

Well done to the Camps Bay Rate Payers Association and Camps Bay CPF. They successfully negotiated the withdrawal of the pending Camps Bay Pick 'n Pay liquor Licence application. Thank you to the many residents who headed the call and submitted their letters of objection. Thank you to Pick 'n Pay for hearing the collective call and revoking the application. 

Well done to the Sea Point Fresnaye and Bantry Bay Rate Payers Association who held a successful AGM this month. These volunteer groups are an essential voice in representing your concerns and they are so reliant on a committee group of volunteers. Please support your local rate payers association ang join them! 

Please don't forget to sign the Mayor's Petition! We need your support to show the national government how much these policing powers are needed in our city. 

The events precinct is certainly back in business with a host of events on the calendar as we edge towards the Festive Season. A great deal of thanks is due to Jane (Mouille Point Ratepayers) and Steve (Green Point Ratepayers Association) for their constant input into these event applications and for looking out for the interests of their communities.

Recycling Collection Confusion Update

Monday's recycling collection will be in the two areas noted below with "Mon" on the map below. These are the only collections tomorrow. Please note that there is NO collection in Camps Bay and Clifton this week – as that will happen next week (as per the 2-week cycle).

I can only apologies for the terrible confusion for the recycling collections. I am as frustrated as you are! In fact at a meeting on Tuesday last week with the entire Cape Town leadership I stated that this was going to be a massive problem. With contradictory communication from the department and the contractor circulating.

I have confirmed with WasteWant on Friday that these areas will be collected on Monday 5th Sept. The next collection will then be on Monday 19th Sept.

After demanding clearer communication and that this is dropped into every post box in the area, we were presented with a draft on Friday afternoon which I was not happy with as I believe it still creates too much ambiguity. So hopefully this can be finalised on Monday the 5th of Sept.

If I can appeal to you to please help to spread the word, tell your neighbours and WhatsApp groups. I am going to continue to push for better communication around this and I thank the cleansing department who have been dealing with additional street cleaning locations as a result.

Camps Bay Clean: Attendance at our Community Clean-Ups growing

I am so proud of what we have achieved with Camps Bay Clean in the past three years, in trying to keep Camps Bay as litter-free as possible.
It is wonderful to see the attendance at our Community Clean-Ups growing.
I do this for my love of Camps Bay, and for wanting to walk on clean pavements and lawns. ❤️
A huge thank you to all our Camps Bay residents and learners, Councillor Nicola Jowell, Ricardo and Goliath from the City Cleansing Department and the bin bag collectors, and Gift for all the support and participation in our clean-ups. 🙏🙏🙏
A big thank you too for donations received from the Camps Bay Ratepayers Association, Harcourts Atlantic, and Bronwyn Keene-Young, to cover running costs, as well as The 41 Restaurant for sponsoring beverages and a monthly burger prize. 🙏🙏🙏
